feat(infra): lbi wrapper — lake build + ENE ingest in one call

Usage:
  lbi                    # full build + ingest
  lbi Compiler           # compiler surface + ingest
  lbi Semantics.GraphRank  # narrow target + ingest

Keeps databases in sync during development, not just on commit.
Add to shell: alias lb='lbi'
