feat(shim): BraidDiatCodec Python extraction
Python implementation of the 4-layer BraidDiatCodec:
- ChiralityDIAT encode/decode (64-bit slot)
- MountainPacked from_mountain/to_mountain
- BraidResidualPacked from_bracket/to_bracket (Q0_2 packing)
- BraidDiatFrame encode/decode
Benchmark: braid_diat (714B avg) vs messagepack (1748B avg)
on synthetic MMR/spike train frames.
