Devin AI 23068ae0c5 fix(infra): downgrade rs-surface deps to avoid edition 2024 requirement 
postgres-protocol 0.6.11 pulled in sha2 0.11.0 and cpufeatures 0.3.0,
which require Rust edition 2024 (Rust 1.85+). nixpkgs-24.11 ships
Rust ~1.83, causing the Garnix CI build to fail.

Fix: downgrade tokio-postgres 0.7.17→0.7.13 and postgres-protocol
0.6.11→0.6.9, which use sha2 0.10 and cpufeatures 0.2 (edition 2021).
Verified: cargo build --release succeeds.
