Devin AI 42b14d9bfe fix(infra): pin base64ct and postgres-types to edition 2021 versions 
base64ct 1.8.3 and postgres-types 0.2.13 require edition 2024 (Rust 1.85+),
which is not available in nixpkgs-24.11 (Rust 1.83). Downgrade:
- base64ct 1.8.3 → 1.7.3
- postgres-types 0.2.13 → 0.2.9

Verified: cargo +1.83.0 build --release succeeds.
