Brandon Schneider c619593a79 fix(preservation): add Cargo.lock tracking for codebase-memory crate 
- Cargo.lock was generated but not tracked in initial commit
- Required for reproducible builds across machines
- Already in GDrive backup; this aligns Git with that state
