allaun d747e0ead4 compute(transform): exhaustive_partitions.py — 105 pairings × 4 chiral states = 420 configs
All 105 pairings produce identical gap (uniform Cartan weights).
Only achiral_stable (m=1.0) gives λ_min=17.
Rossby-active states produce complex/negative eigenvalues.
Computation: 420 configs × 2 eigenvalues = 840 ops.
