### NUVMAP Encoding
|

## 3. Implementation Constraints
|
||
- **Q16.16 Fixed Point:** All arithmetic in Lean (`Semantics.Q16_16`) and Verilog (`NIICore.v`) must match bit-exactly.

|
||
